Palmerston is a beautiful place to live, largely thanks to our urban green spaces and natural waterways. But right now, our homes and a major piece of our local environment is under threat from the proposed Farrar West development.

As residents we are deeply concerned. A development of this scale—slated right next to our neighborhoods—cannot be allowed to move forward without full transparency and public consultation.  Once an urban green space or a natural waterway is altered, it is gone forever.

  • Save Our Creek
  • Protect Flora & Fauna
  • Full Transparency
  • Access to Residential and Environmental Impact Studies

Development should never come at the cost of our environment or community trust.

Our voices are powerful when we stand together.

Please help us protect the future of Palmerston.

Petition the Chief Minister – It May As Well Be Your Backyard

Today it’s Farrar, tomorrow it’s your backyard. When top-down development deals bypass genuine community consultation, it sends a clear message to every Territorian: your local green spaces, waterways, and neighbourhood character can be signed away without your say. That is why we are calling on ALL Territorians to sign the petition at https://actionnetwork.org/petitions/friends-of-farrar/.

Standing up for Farrar isn’t just about one suburb—it’s about drawing a line in the sand and sending an unmistakable signal to our elected representatives that there is nowhere to hide. When we demand transparency and environmental safeguards in the Chief Minister’s own electorate, we protect community rights right across the Northern Territory.

Campaign Action & Community Event

Friends of Farrar is a local resident action campaign supported by PLan – the Planning Action Network Inc., focused on community consultation, transparency, and environmental protection within the Chief Minister’s electorate of Spillett.

Regarding the proposed development, the campaign maintains active opposition and scrutiny toward the proposed Farrar West residential subdivision. Key concerns focus on the protection of local urban green spaces and native canopy, the retention of natural waterways, creeks, and drainage corridors, the preservation of local flora and fauna, and full transparency surrounding environmental and residential impact studies.

An upcoming community event, the Friends of Farrar Community Rally & Planning Forum, will take place at Phyllis Uren Park in Farrar on Saturday, 3 October, from 10:00 AM to 12:00 PM. The purpose of the rally is to unite residents to demand local planning transparency and protect community amenities in the Chief Minister’s seat.

Case Study: Community Representation & Planning Dynamics in the NT

The ongoing resident campaign led by Friends of Farrar in the Chief Minister’s electorate of Spillett highlights a broader dynamic across Northern Territory (NT) planning and governance. While centered on the proposed Farrar West development, the friction between local resident expectations and top-down development plans reflects systemic challenges in community consultation, planning oversight, and local representation throughout the NT.

Local Context: Farrar and the Division of Spillett

The local context centers on the Division of Spillett, which covers northern and eastern Palmerston suburbs including Farrar, Durack, Johnston, and Yarrawonga. Parliamentary representation is held by Lia Finocchiaro MP of the Country Liberal Party, Chief Minister of the Northern Territory. The grassroots campaign is led by Friends of Farrar and supported by PLan – the Planning Action Network, advocating for transparency, environmental preservation, and meaningful community consultation regarding proposed residential expansions.

Broader NT Community Representation Dynamics

Across the NT, government agendas prioritising rapid housing supply and commercial partnerships often clash with suburban community expectations. Strategic leases, developer agreements, and funding frameworks are frequently established before local residents are formally consulted. Public consultation processes are often perceived by local communities as formal notifications of completed plans rather than genuine opportunities to shape project design.

Planning powers in the Northern Territory differ significantly from Australian states where local councils hold substantial statutory authority. Key rezoning decisions, Crown land releases, and policy directives remain heavily centralized under the Development Consent Authority (DCA) and the Minister for Lands, Planning and Environment. Local neighborhood concerns—such as localized traffic congestion, stormwater runoff, and suburban density—are frequently outweighed by broader territorial economic targets.

Environmental issues in Farrar mirror disputes in other NT coastal and urban regions, such as Lee Point in Darwin. Residents consistently advocate for preserving natural drainage corridors, mature flora, and local wildlife habitats as crucial livability assets. Development assessments often occur on a lot-by-lot basis, leading communities to call for comprehensive regional environmental impact evaluations.

When an electorate’s local Member of Parliament holds senior leadership—such as Chief Minister—it creates a dual narrative. Local suburban issues receive heightened territory-wide attention, yet the representative must navigate constituent advocacy alongside broader territory economic and administrative mandates. Community-led networks like Friends of Farrar become primary vehicles for keeping local suburban priorities visible on the political agenda.

Summary Matrix: Local vs. Systemic NT Planning Issues

The local and systemic planning issues in the Northern Territory reveal key areas of tension across several domains. In the planning process, the local consultation on the Farrar West development reflects a broader NT-wide perception of top-down execution without early co-design.

Regarding environmental assets, local efforts to protect waterways and canopy connect to the territory-wide cumulative loss of urban green belts across Darwin and Palmerston. In governance, centralised decision-making by the Development Consent Authority highlights the limited veto power local councils and community possess over major rezonings across the NT.

Finally, in representation, resident advocacy within the Chief Minister’s seat demonstrates the broader challenge of balancing constituent advocacy with territory leadership.

The Larrakia Development Corporation (LDC) Perspective

The Larrakia Development Corporation (LDC) has framed the Farrar West project as an Indigenous-led masterplanned community designed to deliver affordable housing, economic empowerment, and long-term land activation. The land release forms a key part of the compensation package under the Kenbi Land Claim settlement.

According to key project details published by LDC, the site scope and masterplan encompass a 42.4-hectare development delivered across five stages over eight years under a nine-year lease granted by the NT Government. It comprises 222 residential lots, 6 group housing lots, 5 commercial lots, and 1 community purpose lot. Through Larrakia Housing Pathways, the project is designed to assist Larrakia families into affordable rental options and pathways toward homeownership.

Economic empowerment is central to the project, with development activities aiming to directly generate local Aboriginal employment, contracting opportunities, and business partnerships in construction and civil works.

In terms of design focus, LDC Chairperson Mark Motlop emphasized that the subdivision balances growth with liveability, incorporating larger-than-average residential lot sizes, connected pedestrian footpaths, and dedicated open public spaces. Enabling infrastructure is backed by $25 million from the Federal Government’s Housing Support Program, including $11 million specifically allocated to upgrade Palmerston’s power, water, and sewer infrastructure to service the site.

Policy & Community Intersection

While LDC presents Farrar West as a positive model of Aboriginal-led economic development and housing supply, local resident groups such as Friends of Farrar focus their scrutiny on how the 42.4-hectare footprint impacts local green infrastructure, natural drainage corridors, and existing suburban amenities.
