Our concerns

The approval of this development has raised significant issues relating to:

• Flooding and drainage risks associated with this low-lying site

• The loss of urban green space and wildlife habitat

• The site’s role as a functioning hydrological system within the local landscape

• Cultural significance of the broader Ludmilla/Kulaluk area to Larrakia people

• The use of outdated or insufficient data in planning assessments

• Limited and inconsistent community consultation, particularly at key decision stages

We note that 34 out of 35 public submissions opposed the development, along with formal concerns raised by the City of Darwin and aviation stakeholders.

Our concerns about the process

We are particularly concerned that:

• The development has been approved with conditions, leaving critical issues unresolved

• Key decisions are now being deferred to post-approval stages without further public consultation

• Planning controls, including building height limits, have been varied

• The broader project is part of a staged development, with cumulative impacts not fully assessed upfront

We, the undersigned, are concerned residents and community members calling for urgent action regarding the approved development at Lot 5182, Ludmilla (Dick Ward Drive).

We call for
Greater transparency in how conditions of approval are assessed, enforced, and reported
Public access to all subsequent plans and reports (traffic, drainage, environmental, contamination)
Independent review of flood risk, environmental impacts, and site suitability
Meaningful and ongoing community consultation at all future stages
Consideration of alternative approaches, including protection, restoration, and appropriate land use
